As a Research Scientist with CBI’s Coastal Dynamics Lab (CDL), Dr. Eustorgio (Toyo) Meza-Conde will advance environmental data quality methods for coastal water level observations by developing and evaluating innovative approaches, including AI techniques, for detecting bad data, filling gaps, and improving processing efficiency. In his role, he will support both scientific advancement and operational readiness through collaborative research, code development, and proposal and publication efforts.
Dr. Meza-Conde is a physical oceanographer and computer science AI specialist with more than 35 years of experience in computer programming. He received his Ph.D. from Texas A&M University in College Station and continued to be involved in the Texas A&M University System. He began his career in Mexico at the Electricity Research Institute, monitoring and researching the physical oceanography of Gulf of America Loop Current rings. He later joined the Mexico National Polytechnic Institute Apply Science and Advanced Technology Research Center as professor from 1999 to 2010, where, together with CBI’s Dr. Philippe Tissot, he led the Mexico CONACyT-US NSF Gulf of Mexico –Coastal Ocean Observation and Prediction System project. Most recently, Toyo worked on R&D devices for the Florida-Gulf Stream and Yucatan currents marine renewable energy extraction for the production of green electricity and clean-green freshwater-hydrogen.
